In light of the foregoing circumstances, the Applicant respectfully requests that the Representative Auditor verify the following facts and clarify Yokohama City's administrative treatment of the matter.

1. Whether Yokohama City has determined that the Worker Dispatch Contract remained in effect following the absorption merger of Interac Kanto South Co., Ltd.
2. If such a determination was made, whether there exist any administrative documents supporting that determination, including but not limited to:
   • administrative dispositions;
   • internal approvals;
   • authorization records;
   • contract amendments;
   • consultation records; or
   • any other official administrative documentation forming the basis of that determination.
3. Whether, pursuant to Article 41 of the Yokohama City Contract Regulations, or any other applicable law or regulation, there exists:
   • written consent by the Mayor; or
   • written consent by another person possessing the requisite authority,
   or any other administrative measure approving the succession of the contract.
4. If such an administrative measure exists, confirmation is requested regarding the following matters:
   1. the date of the administrative disposition or written consent;
   2. the official who exercised approval or decision-making authority;
   3. the legal basis upon which the approval was granted;
   4. the department responsible for maintaining the relevant records and the title of the preserved administrative document; and
   5. the legal status under which Link Interac Co., Ltd. has been recognized as succeeding to the rights and obligations arising under the contract.
5. If no administrative documents corresponding to the matters described above exist, the legal basis upon which Yokohama City considers the Worker Dispatch Contract to have remained in effect.
6. As of July 2026, which Worker Dispatch License Number Yokohama City understands to be the legal basis under which the present ALT dispatch contract is being performed.
7. If the contracting party to the contract has changed at any time between April 1, 2026, and the present, confirmation is requested regarding:
   • the effective date of that change; and
   • the legal basis supporting it.
